My thanks to Stephen Duncan for this work which in the absence of the long delayed census gives us a flavour of what it will contain. Getting a fair franchise is of crucial importance to a fair referendum and we need our franchise to reflect the common practice within all other European countries of having a residential qualification measured in five to ten years being required before being granted a vote on the constitutional future of the country they have chosen to live in. Thus far incomers have been broadly welcomed but there are signs in a good number of areas that this welcome is waning. Any suggestion that Scotland’s future lies in the hands of recent incomers will create huge problems for not just new incomers but others already here. I know you are not supposed to write that but I think we all know it to be the truth. It is also true we can do nothing about it until we are independent unless the SG develop some backbone. I live in hope, rather than expectation.
